Founder and President of Good Samaritan, Inc.

Pastor Tommie Bailey is the Founder and President of Good Samaritan, Inc., a 501(c)(3) nonprofit organization serving Orange County, Virginia, and the surrounding communities. A man of strong faith and compassion, Pastor Bailey founded Good Samaritan in 2014 with his wife, Valencia, to extend a helping hand to families in need—ensuring that no child goes hungry or cold.

As a dedicated pastor and community leader, he believes that ministry reaches far beyond the church walls. Through his preaching and his daily service, Pastor Bailey lives out the values of love, generosity, and faith in action. Under his guidance, Good Samaritan has grown into a trusted local mission, providing food, clothing, and encouragement to hundreds of individuals each month.

Pastor Bailey’s leadership embodies the true spirit of a Good Samaritan—meeting people where they are, offering hope when it’s needed most, and reminding all that faith and compassion can transform lives and communities.

Valencia Bailey

Valencia Bailey

Program Director, Good Samaritan, Inc.

Valencia B. Bailey is a proud native of Chatham, Virginia, and the youngest of three daughters born to the late Alfonso “Big Al” and Ozella Bennett. She carries forward their legacy of generosity and community care with grace and purpose.

 

Valencia dedicated 28 years to GEICO, serving in multiple departments before retiring. In 2014, she and her husband, Pastor Tommie L. Bailey, founded Good Samaritan Inc., a nonprofit providing food and clothing to individuals and families across Orange, Virginia and surrounding counties.

 

As Program Director, Valencia dedicates a significant portion of her time to ensuring that no child goes hungry or cold. The shelves at Good Samaritan are always stocked with items that children can prepare themselves, a reflection of her compassion and foresight. In tribute to her parents, the organization’s food pantry is named Big Al’s Pantry and the clothing closet Ozella’s Closet, preserving their legacy of love and service.

Currently, she and her team are working to establish a transitional home for women and their children, expanding their outreach and impact. Valencia believes that when the community flourishes, everyone grows together. Her dedication has been widely recognized: she was named Woman of the Month by the Blue Ridge Area Food Bank, and in 2025, Good Samaritan Inc. received the prestigious Susie Miller Community Service Award for outstanding service.

 

Happily married to Tommie, together they share a beautiful family: their daughter Alencia, a special niece Eboni, three God-daughters—Renee, Paris, and Tanya—and one Godson, Mac. When she’s not serving others, Valencia enjoys traveling and fishing, embracing life

with joy, faith, and purpose.

Deborah Newman

Deborah Newman

Director of Communications & Marketing

Deborah Newman serves as the Communications and Marketing Director for Good Samaritan Inc. in Orange County, Virginia, where she helps amplify the nonprofit’s mission to ensure no child goes hungry or cold. With a deep passion for community impact, Deborah uses her expertise in digital strategy, branding, and storytelling to drive awareness, donations, and engagement for Good Samaritan’s food pantry, clothing outreach, and shelter initiatives.

A seasoned entrepreneur and the founder of Petite Taway Inc., Deborah has spent over 15 years helping nonprofits and purpose-driven organizations elevate their online presence through custom websites, strategic marketing, and hands-on training. Her work is grounded in compassion, creativity, and a commitment to empowering underserved communities.​

In addition to her role with Good Samaritan, Deborah lends her time and talent to numerous regional nonprofits and civic organizations. She is the Director of Community Engagement & Marketing for FailSafe-ERA, and is the Chair of the FailSafe-ERA Entrepreneur Bootcamp that partners with Germanna Community College, a once a year program held during Second Chance Month.  She also serves as Vice President of the Colonial Beach Historical Society, and as a board member for several cultural and arts organizations including Westmoreland County Museum & Library, JART Inc., RappArts, and the Fred-Este Association.

Driven by a heart for service and the belief that digital tools can drive real change, Deborah continues to use her voice, skills, and platforms to support missions that matter.
